What Is a Community Land Trust?

A Community Land Trust (CLT) is a nonprofit organization that holds land in trust on behalf of the community, with the goal of ensuring permanently affordable housing and long-term stability.

CLTs do this by retaining ownership of the land to center long-term community stewardship of our neighborhoods, and the housing on top of that land is stewarded by the residents. Community ownership of the land ensures community interests in affordability, protection from the ups and downs of the market, and the use of the space for things that people really want and need. Resident ownership of buildings or homes ensures residents are able to access long-term security, wealth building, and inheritance rights.

The homes and land are connected by a 99-year renewable  “Ground Lease” which ensures that exclusive use of the land, continued affordability and stewardship are built in.

This structure guarantees that homes remain community assets and stay affordable over time, even when they’re resold.

What makes Community Land Trusts special?

Community Stewardship

CLT members elect the Board of Directors, which is made up of residents, community members, and public interest representatives. This 3-part board structure helps guarantee that decisions reflect the needs of the broader community, empowering members to guide the long-term use, care, and development of land and housing in their neighborhoods.

Permanent Affordability

CLTs keep housing affordable over time by keeping the land in community ownership. Homes on CLT land stay affordable for future residents through resale guidelines that balance equity building for current residents while ensuring prices stay within reach for others.

Shared Equity and Wealth Building

CLTs use a shared equity model that enables residents to build some wealth through stable homeownership while keeping homes affordable for future residents. Lower housing costs means income can be used for other priorities. This approach balances individual asset-building with community stewardship, creating long-term housing opportunities across generations.

Long-term Stability and Support

CLTs provide not only a more affordable option for housing, but also a collective one. Residents have a community upon which they can rely on, with access to CLT staff for guidance, as well as resources for emergencies, financial coaching, and repair assistance. Because stewardship is grounded in relationships, CLTs work to create deeper systems of support for residents, working proactively to prevent displacement and ensure residents are able to thrive in their homes.

Al finalizar el año, estamos profundamente agradecidos por el crecimiento y el impulso que ha tomado la Long Beach CLT. Este año se caracterizó por la conexión a través de reuniones mensuales, paseos por la naturaleza y encuentros comunitarios basados ​​en el aprendizaje y el cuidado mutuo.

As we reflect on this past year, the Long Beach CL As we reflect on this past year, the Long Beach CLT is grateful to have connected with community land trusts across the state and to bring these lessons back to Long Beach. This fall, we joined the @ca.clt.network conference in Fresno, where we learned about the deep histories and ongoing efforts rooted in community ownership. Highlights included:

🌻 Tours led by @lamilpadefresno, Comunidad Nuevo Lago (Fresno’s first resident-owned mobile home park cooperative).
🏙️ A walking tour through Fresno’s Chinatown.
✨ A deeper understanding of the region through conversations and sessions with @arteamericas and partners throughout Fresno and the San Joaquin Valley.

We are carrying these lessons forward into 2026, continuing to grow the movement for community-owned land and housing. 🌱

Al reflexionar sobre este último año, el Long Beach CLT agradece haber conectado con fideicomisos comunitarios de tierras de todo el estado y poder traer estos aprendizajes de regreso a Long Beach. Este otoño, participamos en la conferencia de @ca.clt.network en Fresno, donde aprendimos sobre las profundas historias y los esfuerzos continuos arraigados en la propiedad comunitaria.
